On Wednesday 16th of October, Heledd Fychan, Plaid Cymru Member of the Senedd for South Wales Central, brought forward a members legislative proposal aimed at addressing the issue of quarrying in close proximity to communities
This proposal comes in response to growing concerns over the environmental, biodiversity, and public health risks associated with quarrying activities near residential areas such as Craig yr Hesg Quarry situated near Glyncoch community.
The key points of the proposal included:
- Environmental and Public Health Assessments: The proposed Bill would mandate a comprehensive assessment of the risks posed by proposed quarrying sites to the environment, biodiversity, and public health as part of the planning process.
- Mandatory Buffer Zone: The Bill calls for the establishment of a mandatory buffer zone of 1,000 metres for all new and existing quarries to protect communities from potential hazards.
- Ministerial Decision-making: The Bill stipulates that any decisions on planning applications for quarry development must be made by the relevant Welsh Government Minister, with full consideration given to the principles outlined in the Future Generations Act.
Senedd members voted 18-14 against the proposal with 15 abstaining.
Heledd Fychan MS speaking after the debate said: “Quarrying is an issue affecting communities across Wales but for one community in my region, Glyncoch, the quarry has dominated its landscape for generations. So, it’s disappointing to see the Labour Welsh Government as well as several local members who have been supporting residents and the campaign vote against this bill.
“It is crucial that we take steps to protect communities, and listen to all concerns raised. I will continue to fight with, and stand up for my constituents. Big multinational companies should not be allowed to exploit our natural resources. The current planning framework means it's not a fair fight, and legislation must change to prioritise the well-being of our residents over economic gain.”
